I know of final post ex reports that took even longer than that - well over
20 years (one nearly 30) - but they were big research excavations that took
place over a number of years, and the people involved went on to other jobs

produce a final report when they've got more urgent work to do - and I
expect that everyone underestimates the amount of time it will take to do
