This is a difficult problem to say the least. Transparency hadn't arrived
as of 1988 and Council minutes were/are by definition confidential unless
there is agreement on declassification. Hence, no web version.
Bulletin of the EC, No. 11, 1988, point 2.1.6 (p. 17) has a summary of the
meeting which includes the following: "the Commission informed the Council
of its intention to use a distinctive European civil defence symbol, a
proposal not taken up by the Council in its resolution." I found a picture
of the symbol in Towards a European Society: Civil Protection, European File
No. 8/88, April 1988 (Commission). I assume a local EDC would have a copy.
If you want to pursue the English version of the minutes, you will probably

Another docu-search mystery to solve. Have tried the Commission Civil
Protection website and 'obvious' other sites but any suggestions
appreciated!!!
The Emergency Planning Officer for Reading Borough Council has asked me to
check whether there is an English version of a document he has which we
cannot find on the internet.
The document is in French and is called "Signe distinctif de la Protection
Civile Europeenne" (Declaration de la Commission au proces-verbal du
Conseil "Protection Civile" du 4 novembre 1988.)
(Sorry to any French speakers but can't seem to do accents in email.)
