The attached document gives some information about funding available from
hact for refugee community groups (mainly out of London) who are developing
refugee housing support services in dispersal areas. Hact- the Housing
Associations' Charitable Trust- is also launching a new refugee housing
development programme for 2002- 2005. This programme continues hact's work
in promoting effective refugee intgeration by enabling better access to
secure and affordable housing for refugees and asylum seekers.

Building on the learning and success of the Refugee Housing Training and
Development Programme, the aims of the new programme are:
- to explore and test potential solutions to a range of housing and related
needs that concern refugee communities
- to enable RCOs to take forward a range of projects designed to enhance
their overall capacity to deal effectively with housing issues and problems
- to secure the collaboration of mainstream housing organisations with RCOs
on the development and testing of solutions or initiatives that address
refugee housing needs
- to support and facilitate integration.
The new programme comprises a series of initiatives and includes a grant
fund that is designed to:
- address these issues in innovative ways
- ensure active Refugee Community Organisation (RCO) involvement
- link the experience, knowledge and energy of RCOs with the capacity,
resources and commitment of mainstream housing and related organisations
- promote partnerships.
The grant fund is split into three broad areas:
- New housing advice services.
Funds of £133,000 are available for new services, with priority given to
RCOs operating outside London. We are keen to see funding applications which
demonstrate links with other local services - we are seeking outcomes from
this fund which demonstrate integration and improved access.
- Developing new housing and housing related initiatives with a particular
focus on people who are not treated as a priority for housing by local
authorities or who have specific support needs.
Funds of £166,000 are available to support this work. We are seeking
outcomes which demonstrate improved access, new and improved services and
integration. We would anticipate this fund supporting new consortia and
partnerships and addressing supporting people opportunities.
- Building the infrastructure.
Funds will be targeted towards RCOs to develop their strategic, business
planning and management capacity as well as organisations wishing to extend
their networks, or new RCOs where there are gaps in provision. We expect to
see links with other local and national agencies. We are seeking outcomes
which demonstrate sustainability of services, improved effectiveness and
integration as well as a stronger RCO infrastructure at a national level.
