Interestingly enough I've looked into this on behalf of the City of London
Police.
The original intention was to site signs at all the entry points around the
City to cover all motorists entering and leaving but on further discussion
it was felt that the City might be treated as one huge city centre and
therefore if signs were placed at all strategic entry point, main line
stations, tubes and vehicle entry points with wording to the effect:
'You are now entering the City of London. Surveillance cameras are in
operation throughout. Please contact...........for further information'
The City of London Police maintain a Camera Watch scheme which contains
details of pretty well all the CCTV systems in the City and therefore could
co-ordinate and subject access requests.
I have put this to OIC, City Corporation (various offices) and about 20 or
so businesses - all are in agreement that entry point signs obviate the need
for signs elsewhere and would satisfy the requirements of Principle 1.
It would also obviate the needs for a very large number of signs throughout
the City and planning permission to site them(!), cut costs and help ensure
that systems are properly notified.
It would not, however, absolve any system owner from compliance with any
other aspect of compliance with the Act.
