And one other thing....
I would like to add that records of central government and its numerous agencies are being appraised by Departmental Record Officers or Agency Record Officers. These are 'records managers' or may directly employ records managers, qualified for the job more likely by experience than any professional qualification. We liase with our Client Managers in the PRO over the appraisal of records. 'Archivists' probably do not play a part in this process. Many records appraised in this way will of course end up in a local Archive Service.
I do sympathise with Caroline's dilemma. As ARO for the Environment Agency, I'm not currently in a position to appraise anything much (there are 2 of us professionals in an organisation of 10,000!). I know its an issue I will be addressing, and the organisation is responsible for appraising its records, but it will probably be a case of establishing certain selection procedures for unqualified but possibly committed (and soon to be experienced) staff who are yet to be drafted into such a role within the Agency's Regions.
