I don't have detailed knowledge, but I am sure that Microsoft Access can be
used to produce run-time stand-alone database applications for
distribution. You probably need to buy the Developers edition of the
software (or probably of the whole Office suite now, knowing Microsoft) but
this could be a solution for an institution. Any Access experts out there
with more info?
