Unfortunatelly the legislation will define your implementation. Consider
what if you were to make it available externally and then built your internal
version to match.
What I mean is, once you do the internal version it won't be long before
someone clicks and says you must have an external one.
Data Protection.
================
If you follow the rules to the letter staff must opt in your directory and
may decide to opt in either their email or tel or both (or neither) (ditto
for their name).
You could just about put them in and get them to opt out but again they will
have a choice of what is displayed or not.
So you need a reasonably flexible solution.

In our case data is taken from the mail system and stored separate for web
serving. Internal users can use either to find addresses.
