An interesting question. I can point you to colleges where there's one
person doing it in their spare time as well as their full time lecturing;
others where champions take on some of the work, but still less than an FT
person; and others where there are dedicated staff. Very occasionally, you
see ads in the papers for VLE administrators (more so for online learning
generally). I think, as so often in FE (and, maybe, HE) the resources
thrown at a problem don't relate at all to what is required to solve the
problem, just what happens to be available at the time.
This JISC briefing paper looks at what tasks need to be done - i.e. the
roles - without saying how much time is required:
