(1) If you still have emacs it should understand Mac line endings.
In that case you can set the line length to something large
(ESC 9999 C-x f), mark a region (C-space then move cursor)
and re-wrap the paragraphs (ESC x fill-region).
(2) sed -e '/./{H;$!d;}' -e 'x;s/^\n//;s/\n/ /g'
