The 1st International Conference on the Care and Treatment of Offenders with a Learning Disability
Background
In the United Kingdom, services providing care for the learning disabled offender, both in the NHS and independent health sectors, and the criminal justice system, have struggled to find a platform for their speciality. Often professionals looking to share their expertise find themselves regarded as a minority interest by both health and criminal justice mainstream services and, consequently, are overlooked.
This three day international conference will exclusively focus on the needs of this group of individuals and will provide an opportunity to hear presentations from eminent researchers as well as smaller scale research and innovations in concurrent presentations. This fully residential conference, to be held at University of Central Lancashire, will offer unparalleled networking opportunities for delegates from the UK and overseas.
Aims and objectives
The conference provides an opportunity for individuals from a range of organisations and agencies to meet together with the aim of:
§ Creating an organisation/association where practitioners, policy makers, researchers and advocates from multiple countries could find ongoing opportunities for learning and collaboration.
§ Exchanging information on effective models of care, intervention strategies, research, training and policy making to be readily utilised in different countries to improve care on a local, regional and national basis.
Content
The content area includes:
§ The nature of learning disability and offending behaviour. Epidemiological issues, the nature and type of offending, cross cultural issues.
§ Diagnostic issues. Multiple pathology and mixed diagnosis, the challenge for services.
§ Education and training needs of staff.
§ Focus on the key offences: arson, sexual offences and violent behaviour.
§ Treatment approaches - what works?
§ Learning disability and the criminal justice system (PACE, remand, representation in court, diversion issues, youth custody and prisons, probation services).
§ Forensic services for learning disabilities: residential, community supervision
§ Mental health legislation and the learning disabled offender (Review of the Mental Health Act, consent, capacity, the MHAC, common law).
Who should attend?
Health, social care and criminal justice professionals working in learning disabilities, voluntary organisations, prison services, user groups and families, social work, community services, probation, education, independent sector.
Site visits
Site visits to nearby facilities serving learning disabled offenders may be organised for participants if requested when booking.

Payment Terms
On completion of the booking form, payment may be made by cheque, credit card or direct credit transfer. On production of a purchase order by the delegate's organisation or institution, an invoice may also be raised. Receipts will be issued within twenty eight days after the conference. Under exceptional circumstances, payment may also be made at the conference.

Substitution and Cancellation
If delegates are unable to attend, they may make a substitution at any time. If it is not possible to notify the substitution prior to the conference, this should be done immediately on arrival at the conference. If necessary, the booking may be cancelled up to fourteen days before the conference, in writing. Refunds will be subject to an administration fee of £20 plus VAT. After this date, regrettably, we cannot make refunds on cancellations. We strongly recommend that overseas delegates take out appropriate travel insurance.
Accommodation
The campus setting offers accommodation in high quality, single, en-suite student rooms within flats, a short walk from the lecture theatre, refectory and town centre. There is disabled access.
Special Diets
All catering is organised with options to fulfil the requirements of vegetarians. However, we can accommodate most dietary requirements if these are indicated to us on booking.
Special Needs
The University of Central Lancashire particularly welcomes delegates with special needs. All buildings have wheelchair access and various other special facilities. We are happy to clarify these prior to booking.
