File on Four last week was a savage critique of PFI in prisons and health care. One example was a new hospital project that "saved" 1 million on a
projected budget of 172 million, but only by taking strange assumptions
on the relative risks of overrun. Another example was a privately built
hospital that saved money by putting the beds closer together - so it was
almost impossible to get the cardiac support machine to a bedside.
