John Doyle from the NHSnet team at the NHS Information Authority is onto
this. Apparently, there was a very similar incident about a year ago,
involving Highwire Press, which was
quickly resolved.
Whatever the specific situation here, I was very concerned to hear that
access to PubMed has been blocked, rather than to PubMed Central. You have a
specific PMC url so surely can block just that? Also, I hope that next time
you have such concerns you do a bit more checking out before blocking.
But I await your response with interest.

'195.99.125.204 is one of the NHS firewall addresses. It is not
surprising therefore that a lot of people are registered as using
Pubmed through this IP address.
By blocking this IP address pubmed are denying access to a large
proportion of the NHS.

This is causing lots of concern and debate among UK health librarians (see
messages below- in the UK 'Trusts' are groupings of hospital or community
health services).
I can see that there would be a problem if someone is downloading too much
from PubMed Central.
It would help a lot if you could clarify:
1) what is too much use? It could mean all the content of 5 issues of a
journal, or 100 articles from different journals.. Please let us know.
2) I think some people are confusing PubMed and PubMed Central. Are you
blocking access to PubMed to overusers of PubMed Central? This would cause
huge problems for large groups of UK health professionals in such trusts.
