Try to fake a HP or Epson printer in your Windows, maybe that works.

Strange, .pic is native to Lotus, but that was long ago. You could try to open
the .pic file in MS Word. I'm afraid you have to import it into a drawing
program and redraw it manually, which gives the nicest looking pictures anyway.

Not exactly low-cost, but you may have it anyway: try Excel. I create a picture
in Excel, export it as a bitmap and use the Canvas 3.5 drawing program (better
and more easy to use than newer versions) to redraw it.
