1) I suggest you may use diamond drilling to make the hole. First the
approximate lining thickness must be known. The drilling must be done
with much care, trying to terminate the hole 2 - 3 mm from the base of
the concrete. The remaining small thickness of concrete can be carefully
chipped out using a hammer and chisel.
2) Using a positive displacement grout pump (e.g. piston pump) and
incorporating a pressure gauge in the supply line should enable
sufficient control to be achieved to prevent damage to the
waterproofing.
