Well here I go with the unenviable task of defending LEA's again <sigh>
In fact I suspect it is a little more involved than playing procedural
games. It's possible that the LEA in question is concerned that having
paid for an Access report, the student will turn out to be ineligible for
whatever reason. The costs would then be irrecoverable from Central
Government and the LEA stuck with the bill. OK, so it may be a small
amount but the cumulative effect if such a policy were abandoned could be
quite substantial.
As always, there is a solution depending on the flexibility of the LEA.
Simply get the student to confirm in writing that he will be responsible
for the cost of the report should he subsequently be deemed ineligible
for DSA. It's the same policy we adopted all through summer so that we
could book appointments before students had enrolled on a course. You may
even offer to invoice the student directly, re-invoicing the LEA once DSA
has been approved.

Can anyone help me. I have a dyslexic student who has applied to his
LEA
for a DSA. In the meantime, aware of the waiting list for ACCESS centre
appointments, he has gone ahead and booked an appointment. He's now been
told that the LEA won't pay for the assessment because he has booked it
before they have replied to his application.
This seems like a bureaucratic catch-22. He's trying to speed up the
process but they are playing procedural games.
Any suggestions? Does he have to cancel his appointment and wait - he
tells
me its two months - for another appointment?
