I would have thought that it would depend on the reasoning behind it and who
has access to the transcript. One of the grounds for appeal in most (all?)
universities is PMC's that for a good reason were not before a board.
Currently most students are not made aware of whether mitigating
circumstances have been taken into account. In order to find out they have
to appeal therefore wasting the student's and the university's time. Student
Unions have long argued that students should be informed whether the PMC has
been considered. If this is the reason for the asterisk I would have thought
that it was fair. If this is the case I also believe that it would be good
practice to issue the student with a second transcript at the end of the
course without the asterisks that they may wish to show to future
employers/universities.

My institution is considering using an asterisk against a grade in a
student transcript to indicate 'mitigating circumstances' - ie to indicate
where a grade might have been expected to be different from what it turns
out to be. They do not intend to elaborate on the 'mitigating
circumstances'.
Does this constitute unfair processing? - you could argue that a reader of
the transcript might reasonably infer that the particular student had had
a medical problem or a perhaps a series of 'personal circumstances' which
might make them a poor prospect as an employee/postgrad etc.
Advice welcome.
