Isn't it quite tricky enough in our own country to define a reasonable
balance between (a) freedom of information and (b) individual privacy -
without then trying to do the same thing for nations which have quite
different histories, cultures and traditions?
I would have thought that any international standard would end up being
based on fairly subjective criteria - and as such would be unenforceable or
unsustainable except by the imposition of some very authoritarian form of
government.
