I think Jansz response underlines the need to be very clear about what is
meant by "enrolment" and by "registration", which are often used
interchangeably. There is a load of information you need when the student
begins the course, and also some "contractual" matters to be recorded. But I
suspect that it is good practice to get students to confirm their details
once a year, as well as ask them (or get them to confirm) what modules etc
they are doing. It doesn't much matter what you call your processes, but
there are several different processes running here, some of which are
one-off, and some of which need to be annual

We enrol students once at the start of their course but 're-register' them
annually thereafter. They receive a print out of their enrolment details for
updating and amending (change of address being one of the most common items
to change). We also revalidate their ID card but as we are introducing a
new ID card system (mag stripe encoded etc) we will not even need to do
this. Existing cards are issued for duration of course. We are still
looking at electronic registration (making slow progress though due to our
size and complexity) and at generally "reengineering" our enrolment and
registration processes.
