I passed Moya's query on to the DfEE, who in turn queried it with the SLC.
The response from Jim McIntyre at the SLC (who seems to be on the ball) is
as follows:
"Information on all remittances of tuition fees whether positive or negative
is sent to HEIs and has been since day one of SSS
Remittance reports will start to show the academic year of the
payment/recovery starting later this month
Weekly remittance advices are issued to HEIs. Negative amounts are notified
for students where a clawback is necessary. Remittance advices are not
issued where there are no payments to be made to a HEI. If there are
negative amounts due to clawbacks, these are witheld to the next positive
confirmation. This method has been used since day one of SSS and suits HEIs,
as no invoices are issued from SLC claiming clawbacks. HEIs advise this
would be an administrative nightmare due to the volume of re-assessments on
a regular basis."

I have just contacted the SLC Help Line as we have not been receiving weekly
Tuition Fee Position disks. I have been told that when the weekly position
results in a negative amount, HEIs are not sent the data. I wonder if others
are aware of this. It has serious implications for HEIs if you use the disks
to reconcile income against student records and as the notification of
reassessment. The disks are the only method by which the SLC notify us of a
reassessment based on changes in personal circumstances, so without this
data we cannot raise additional invoices to students - unless they happen
to provide us with revised Financial Notifications. The SLC have indicated
that they cannot provide me with backdated disks but could send me a hard
copy of the data!
