It probably depends on the age of the map and its material, but a
method which I have repeatedly used for 19th and 20th century maps on a
variety of papers (weight, friability, age, size, etc) is to unroll the
map, place it face down on a clean smooth surface (this usually
involves temporarily weighting at one end of the map whilst the other
is unrolled), and then place on top a smooth board of at least four or
five times the weight of the map, and covering the whole surface of the
paper, possibly with additional weights after that if the map shows
still signs of disobedience. (A pile of already flattened maps is
ideal.) After a month the map is usually so flat that it is difficult
to roll it up again!
A variation on this was used by the OS (and possibly others) for
flattening copperplate-printed maps after printing (which involved
damping the paper, with the implied associated risk of cockling): they
were placed between glazed milled boards for 24 hours, to impart a
smooth finish.
