Jim,
We would agree that it would be unnecessary to create different GIS
layers for each year's consultations. Not least because some must run
over more than one year. If the data is kept within a single layer which
includes the year in the attribute data, it would allow the
consultations to be thematically mapped and to be displayed (or hidden)
in the GIS as required.
