I know Cliff is busy, so I'll try a response. I'm not an authority on
the issues or history, but was closely involved in the DC-8 discussions.
The latest consensus prior to DC-8 was seen to be non-intuitive and
hard to explain -- not consistent with the goals of simple metadata.
I don't recall it well enough to explain here. ;-)
The Citation Working Group that met at DC-8 laid out half a dozen
options in a plenary session to get a sense of the most appealing
alternatives, and there was large majority support for putting journal
citation information in a Citation qualifier of the Identifier element.
Cliff said this closely matched and confirmed the original recommendation
from his working group (before it was transformed into the non-intuitive
form going into DC-8).
I don't think there was any language precluding use of this technique
for general (non-journal) citations. As always, the recommendation for
DC users who don't use qualifiers would be to put citation information
into an unqualified instance of the Identifier element.

Dear Cliff,
I was quite surprised to read your terse summary of the discussion at DC-8
in the Citation WG.
Didn't we have this discussion at DC-7 and decided - especially with regard
to electronic preprints and archived eprints - against this? Or maybe your
detailed notes will shed some light on this.
We are currently also looking at a sort of DTD for Preprints which have
electronic (and non-electronic) published versions and how to fit them into
the metadata scheme at hand.
This is an issue which confronts alot of projects, especially those working
with Preprint Servers and Eprint Servers, and those involved in the Open
Archives Initiative. It would be useful if there could be some interaction
between the developers of the Open Archives Metadata Set and the
DC.Citation WG. I have alerted Carl Lagoze to this point and hope that he
(or I or both) could provide some liaisoning.
