Values into Action (based in London) has done a lot of work around people with learning difficulties and their access to and use of direct payments.
They will be running a conference in London on January 23rd - which is also about demonstrating issues like "control" and "consent", and about arguing the case for legal recognition of "supported decision making" as opposed to "substitute decision making". Further info: tel: 0207-729-5436
Also, I know that Pavilion Conferences are going to be running an event on March 28th next year in association with others (e.g. Independent Living Advocacy in Essex) on "Working with the blocks to direct payments" which is specifically focusing on the blocks experienced by people with learning difficulties and their supporters in getting direct payments.
