Subject: Developing Opportunities in Teams - Invitation to Tender

Invitation to Tender

Developing Opportunities in Teams (DOiT)

Appointment of Evaluator

Developing Opportunities in Teams (DOiT) is a new collaborative project
funded by the HEFCE Higher Education Innovation Fund. The DOiT project aims
to adapt a proven model of HE-industry interaction, Business Bridge, and
apply this concept to new markets. The project will be delivered by a new
partnership between FE, HE and Chambers of Commerce and will provide
opportunities for students from FE and HE to work together in teams on
business development projects.

DOiT will operate until July 2002.

The partnership brings together:

St Helens College

Liverpool Hope University College

Liverpool Community College

Liverpool Chamber of Commerce and Industry.

Liverpool John Moores University

St Helens Chamber

The University of Liverpool

Applications are invited for the role of project evaluator.

The objectives of the project include:

* To identify 60 live project opportunities defined by companies on
Merseyside.
* To recruit FE/HE student teams to engage in the projects.
* To develop a recruitment and team building package, which will
comprise detailed guidelines for identifying, recruiting building and
retaining student teams.
* To use existing networks and partnerships within HE and FE to
promote the concept to students and academics.
* To explore the web as a method of student recruitment and
communication as the partner institutions are some distance apart.
* At the end of the first year of DOiT, an interim report will be
produced and disseminated. This will highlight the experiences of
partnership development, team development and a formative evaluation.
* To produce a feasibility report which will focus on the strengths
and weaknesses of the new FE/HE/Chambers partnership. It will make
recommendations for the use of the DOiT model elsewhere, and it's potential
for generating new business start-ups.

The role of the evaluator

The evaluator will form part of the project Steering Group and as such will
be required to attend regular Steering Group meetings and produce regular
reports. The evaluator will be expected to take an active role in the design
of and development of formative evaluation procedures that will be built-in
to the delivery of the project and analyse the results gathered.

A final evaluation report is also required that will contextualise the
achievements of the project within terms of the current national
developments and highlighting any new development opportunities.

Financial Terms

The total budget for this evaluation lies in the region of £7-8k, payable in
quarterly instalments, in arrears. Costing should be inclusive and include
allowances for National Insurance, travel expenses, materials, productions
of all reports, use of telephones etc.

Other Terms

DOiT will hold copyright and dissemination rights to the reports produced.

What to Include with your Application

Applications should be concise, no more than 4 sides of A4. This should
include details of

*       Methodology

of Higher Education / Business Support as well as names addresses and
