In response to Patrick Overy's question about the publication of the
Schengen acquis in the OJ on 22 September:
1. We will have to examine it to see what is in and out.
2. There have been several versions of the Schengen acquis starting from
the first one we got from Denmark in 1997; we then have versions from
Netherlands, Germany and the UK Parliament. This was followed by a whole
series of Council reports a) defining the Schengen acquis and b) trying to
define how it could be integrated into the Amsterdam Treaty changes. The
legal base for each Schengen Decision was never defined because, in the
words of one official, that would have taken too much time!
3. Some documents are excluded: the SIRENE manual for example and the
Common Manual.
