In the UK, there is a perception that numbers through the door =
resources. The more you see, the more money and staff you can ask for.
If you see fewer than your neighbour, you will be merged.
Naturally, this explains why talk of "inappropriate attenders" is
vigorously suppressed. It also explains why there was formerly a rule in
pre-ENP days in many departments that everything must be seen by a
doctor. Any problem, however minor, must be booked in, triaged and dealt
with in turn.
