Have a look at the book of Weitzman/Miles 1995: Computer programs for
qualitative data analyse. Although a bit outdated, it contains useful
information on evaluation criteria of QDA, and the most important
packages are described in detail.
One remark to your question in general: there is no best program in QDA,
each program has its pros and cons. If you just need a simple and
comfortable information retriever, try WinMax, if you want to analyse
networks, atlas/ti is a good choice. If you want to analyse audio/video,
you can use code-a-text/CISAID, atlas/ti, HyperResearch, and QMA. This
enumeration is not complete, sp please, colleagues, don't complain.
If you have some time, download the test/demo versions of the programs
and use them with your data. For an overview what programs are
available, point your browser to http://www.intext.de/TEXTANAE.HTMand

Good luck
