Dear Lynn
the best work on indicators I've seen is a report produced by Donella
Meadows, based upon a gathering of systems scientists several years ago.
this is available as a PDF file from
http://iisd.ca/about/prodcat/perfrep.htm#donella
http://iisd.ca/measure/default.htm see this one for many ideas and links
to a number of other reports on indicators for sustainable development that
are much less systems oriented. including many community initiatives
Indicators and Information Systems for Sustainable Development
by Donella Meadows is the one to begin with.
see also these on eco-indicators

In terms of indicators specific to eco-industrial development --
I did some work for a Puerto Rican company planning to build an
eco-industrial park. Prepared a report in terms of the development's
potential contributions to local, island, and global sustainabity in
environmental, economic, and social dimensions.
