Second problem with direct cash to poor may be dislocation due to
shower on new consumer goodies - cars TVs etc, and disharmony
between those who get them and those who dont, plus further
dragging in of those who do into consumer society.
Perhaps 3rd w debt releif shoiuld go to NEITHER the govts or the
poor citizens. It should go to independent bodies, eg charities, who
set up schools, hospitals, clean water, and other infrastructure to
benefit the poor. As it is now, funds to 3rd w countires are often
dictated by IMF etc to be used for industry, which craftily helps 1st
w co'ys to export there, promotes 3rd w employers paying very
poor wages etc. I read in FT recebntly of Caribbean countries
attempting to boost tourism, thru better airports, better law and
order, even planting trees on streets for nice shady boulevards.
What the article did not say was how much of this money had
been divetrted from Caribbean schools, hospitals etc.....
