Sigge, that doesn't make sense to me.  These are sets of constraints aren't
they?  By saying that the "encoding scheme" is IMT we are actually saying
the "value of the element in this usage is contrained to this set of
values".  Stating the contraint out of context makes it rather non-sensical,
doesn't it. Sort of like having an element 'vehicle', and saying valid
sub-types (element qualifiers) of it are 'automobile' and 'airplane', but
that the valid 'value encodings' for vehicle include 'boeing 747 and airbus
320'.  In the context of vehicle these are silly but in the context of
airplane they make complete sense.  Yuch, we're stung again by the
'flattening problem', which is once you try to flatten out this type space
into a two level simple thing (elements and their qualifiers) you get
messiness.
