The difficulty with PWQs that you've spotted seems to be a logical extension
of the move to electronic-only publishing that is already under way. When
EUR-OP announced the launch of the OJ C E last summer, it became clear that
subscribers to the printed OJ would no longer possess a complete set of OJ
documents in certain categories. The only way to ensure comprehensive OJ
coverage is to take the CD-ROM/EUR-Lex subscription.
The first category of documents to be moved to the OJ C E was Commission
proposals. Since these are also published as COM documents, and are
available full text in Celex, the impact of their disappearance from the
printed OJ was not great.
Parliamentary written questions are now the second category to be moved to
the OJ C E. These are not available elsewhere in printed form, nor are the
full texts in Celex, so the impact of their removal will be greater.
However, despite appearances, the questions + answers are available on the
Europarl site. The EP has recently launched a new version of its
Parliamentary Written Questions database, which now includes questions
awaiting answer as well as questions with answers. The answers are added to
the site at about the same time that they are sent to EUR-OP for publication
in the OJ C E. There may be a few days' delay at present, due to the need
to code the documents for HTML display. But, in principle, the answers
should be available on Europarl within a week of their appearance in the OJ.
So you could check again next week for the answers that were published in OJ
C 27 E.
At present, the database includes questions with answers from January to
July 1999 and questions awaiting answer from October 1999. The intention is
to include all questions from 1994 onwards, but this retrospective coverage
will take some time to achieve. The site offers Simplified and Expert seach
modes, and can be accessed at:
