Working Group No 9:
LOCAL ORGANISATIONS
The working group intents to cover all issues concerning various aspects of local organisations and collective action taking the form of 'bottom up' initiatives and local agency.
Besides local government and political organisations there is a number of formations at local level (such as local development agencies/ associations, co-operatives, committees/ interest associations, clubs, etc.) occupied with local economic and social development, peoples' empowerment through animation - information - technical support - training & education - mobilisation/ set up of new structures, the management of local resources with emphasis to the preservation of the natural environment, socio-cultural aspects of local societies etc. They contribute and/or provide feedback on the design and implementation of general policies at local level, provide various services (extension, social work, adaptation, maintenance and management of various facilities, et.) create networks and so on.
The participants are expected to contribute, on both a theoretical and a practical level, with topics like:
a) the wider environment - exogenous factors as well as specific conditions facilitating or not the establishment of local organisations; the need for local organisations with emphasis on cases of marginalisation
b) the initiation - establishment of local organisations
c) their structural - organisational characteristics with emphasis on participatory orientation (single vs. multiple functions, informal vs formal organisation, decision-making structure, size, incentives, vertical vs horizontal structure, composition etc.)
d) their functional characteristics (planning and goal setting, conflict management etc.)
e) their contribution to various aspects of local development, that is, their performance vis a vis endogenous resource mobilisation and management, provision and integration of services, claim making etc. reflected in economic gains, social benefits, equity effects, participation in decision-making and so on
f) their relation to extralocal institutions - policies - events (i.e. agency)
g) the networks of such organisations and so on.
Emphasis will be given to innovative practices and, generally, practices strengthening local organisations.
