I am likewise familiar with the liturgical contructions
offered by Father Elias. These texts have been, as far as I have been
able to verify, approved by no standing Canonical Orthodox
ecclesiatical body. This does not however preclude their use by some
small splinter communities. For example, in Paris I have encountered
a community which calls itself "L'Eglise Catholique Orthodox de
France" and claims some legitimate descent through the Romanian
Patriarchate ( or at least a peripateteic Patriarchal Exarch) which
claims a Gallican Orthodox Liturgy and identity. They celebrate what
they assert to be 'The Holy Liturgy of Sainte Germaine de Paris. I
quote from the introductory brochure I was given:
