I do not see any full text of any research report at
http://www.lic.gov.uk/publications/researchreports/index.html
Please correct me if I am wrong.

If resource does not have the resources to make these files, including
the lic reports available online, I pledge to do it for them, free
of charge, at the DoIS service,

until such time as they can make them available themselves. All they
have to do is send me the full text by email for example.
