PURCEL: Purchasing Decisions of Electronic Resources within HEIs

The University of Sunderland is pleased to announce that the Joint
Information Systems Committee (JISC) is funding PURCEL, a study into
decision-making processes and institutional funding mechanisms that
affect and shape the purchase of electronic content and access to it.
The study is running from May to October 2000, and intends to
investigate:
- by what means academic institutions, libraries and information
services decide the proportion of income to be allocated to the purchase
of and subscription to electronic resources;
- how institutions prioritise in terms of electronic resource collection
- how the method of allocation influences the size of the electronic
resources budget and the subsequent distribution by subject or other
criteria.
The project will utilise proactive questioning, workshops and detailed
case studies to assist in the formulation of its conclusions and final
report.
The project consortium is made up of six partners:
