COUNTRYSIDE COUNCIL FOR WALES

Location: Bangor

BACKGROUND

The Countryside Council for Wales is the statutory adviser to government on sustaining natural beauty, wildlife and the opportunity for outdoor enjoyment throughout Wales and its inshore waters.  With English Nature and Scottish Natural Heritage, CCW delivers its statutory responsibilities for Great Britain as a whole, and internationally, through the Joint Nature Conservation Committee.

The Countryside Council for Wales has a Geographic Information Unit (GIU) within its Information Management Group. The GIU team is responsible for capturing, processing and analysing a wide range of environmental data sets and for developing GIS solutions to support the work of CCW's scientific and Area staff. The team is also responsible for the production of maps for protected sites in Wales.

The post holder will be expected to work with other team members, IM Group staff and users to help support and develop GIS within CCW.

The post will be based at CCW's headquarters in Bangor. This is an important post in a busy section. 

DUTIES AND RESPONSIBILITIES

The job involves:
  1 Use, management and development of CCW's GIS systems
2 Undertaking analysis and processing of environmental data.
3 Undertaking GIS database development and GIS integration with CCW's other corporate systems.
4 Providing technical support, advice and training to GIS users.

As part of the GIU team and depending on the post holder's skills and experience the post holder's responsibilities will include some or all of the following:
  1 Analysing and manipulating environmental geographic data sets.
2 Undertaking GIS database development work.
3 Undertaking GIS application development work using MapBasic or other appropriate programming languages.
4 Writing GIS specifications and managing data capture contracts
5 Handling Ordnance Survey map libraries
6 Providing data handling support including loading, checking and supplying data sets to users.
7 Handling enquires from users and other staff.
8 Providing technical advice and guidance to users.
9 Training users in MapInfo GIS software.
10 Helping to install, configure and test GIS software for PC desktop GIS.
11 Liaising with hardware, software and data suppliers.
12 Helping to implement CCW information management strategy.

SELECTION CRITERIA/COMPETENCIES

To be considered for this post you will need to demonstrate on your application form the following qualifications, skills and experience:-

Essential:
  1 A degree, post-graduate qualification or equivalent in GIS or a  related subject.  together with proven experience of MapInfo.
2 A minimum of 2 years professional IT experience.
3 At least 1 years experience of using MapInfo GIS, including 6 months proven experience developing its use.
4 Programming experience.
5 Experience of Operating systems: Windows NT/95.
6 A full, clean, current driver's licence.
7 Experience of working within a team.
8 Good interpersonal skills.

Desirable:
  1 Experience of GIS developer languages e.g., MapBasic,  MAPX or AML.
2 Experience of other programming languages:Visual Basic, Delphi, Visual C.
3 Experience of Unix (Solaris 2.7).
  4 Experience of Databases: Oracle, MS Access.
5 Familiarity with Novell Netware client.
6 An understanding of systems analysis and design.
7 Familiarity with project planning techniques.
8 Familiarity with image handling techniques and Global Positioning Systems (GPS).

If selected, you will be expected to demonstrate at interview your:- 
1 interpersonal skills;
  2 experience of working in a team environment;
3 analytical and problem solving skills;
  4 initiative, enthusiasm and flexibility.

For this post the ability to work in both Welsh and English is desirable, but not essential.  Appointees learning Welsh will receive full support from CCW.

SALARY

The starting salary will be up to £18,000 per annum depending on range of skills and length of experience.  The Countryside Council for Wales offers a non-contributory pension scheme.

The Countryside Council for Wales operates a flexible working system.  Annual leave allowance is 25 days with pay per annum, plus 11 days public and privilege holidays. After 8 years' service, annual leave entitlement rises to 30 days.

STATUS

This is a full time pensionable appointment. The Countryside Council for Wales offers a non-contributory pension scheme.
