While the Alexander article focus is, to some extent, Asia; it provides
many insights into HCR's role in making determinations re: refugee
status.

Dear Alex,
In response to your enquiry about the participation of UNHCR in RSD
procedures in "the states of the North", there are, of course, a number of
historical examples, such as the Belgian delegation of RSD responsibility to
UNHCR until the late 1980s and the participation of UNHCR in the Australian
Refugee Status Review Committee until 1993. AFAIK, the only continuing
active involvement of UNHCR in RSD is in New Zealand, where the Refugee
Status Appeals Authority has functioned at a high level of analysis and
professionalism for nine years with continued UNHCR observer status.
One assumes you will be arguing that UNHCR has a degree of established
expertise through its continued role in RSD in most countries of the South,
and through its input to refugee resettlement (eg the RSD component of the
Comprehensive Plan of Action).
Depending on the nature of your research I would be able to provide you with
personal reflections of my own involvement with the RSRC and RSAA subject to
obligations of confidentiality owed to UNHCR and the respective agencies.
