I just did a quick search of the archives and turned up the following, which
refers to a ruling by the DP Registrar on the issue of public access to
phone and e-mail directories:
"The University of Manchester has recently launched a web version of its
telephone and email directory. We decided not to allow access to external
users until we had resolved some data protection issues. The DP Registrar
has given us a ruling on the matter of displaying telephone numbers and
email addresses of staff on the web. It seems that the DP Act 1998, due to
come into force 1 March 2000, requires us to obtain *explicit* consent from
each member of staff. I understand this means we must get staff to opt-in;
it is not enough to inform them of our intentions and ask them to opt-out. "
