It's a;ways interesting trying to 'get inside the head' of the person that
originally set the question; for example, whether we focus on the
'differences' between hazards and disasters or some other aspect.
One aspect that might be worth considering is the indirect impact of
'technology' and human interventions on what are in themselves
perceived as 'natural' problems. For example, how much has human
intervention added to the 'natural' phenomenon of the El Nino effect?
Just a thought - I could be wrong.
