Establishing the scope and focus:
case study and group discussions.

Identifying key environmental drivers:
where to look (external, sectoral, internal); what to look for
(relevance, importance, significance); how to assess
(inevitables, predictables, unknowables)

Group work on drivers:
identifying relevant/significant forces; assessing impact and
uncertainty; the "issues/priorities matrix"

What to include (known forces, critical uncertainties); how to
assess interactions (positive/negative, causal/neutral)
