I'd like to completely disagree with Judy :-)
Surely the best situation is where a publisher offers a *choice* of
choosing individual titles, or going for the whole bundle?
There are some publishers, such as IEEE, ACM, Elsevier where a
large (and unpredictable) fraction of their titles are required by our
users. The ability to be able to offer our users access to all of a
publisher's titles is very appealing - particularly as you then get
access to an archive of all of their journals - even though you don't
have (or want!) your own print archive of their titles.
