Charles is right that Tables of Contents are copyright and should not be
reproduced without permission. However, many publishers see this as useful
promotion which is likely to increase use within the institution (and thus
protect the subscription against cancellation). If approached for
permission, they would often grant it without charge. Some publishers are
therefore beginning to place a statement on their contents page saying
something like this: 'Subscribing organisations are encouraged to copy and
distribute this table of contents for non-commercial purposes'. This saves
everyone the time, trouble and expense of asking for permission for this
particular use. Of course, using the table of contents as part of a
commercial service which you made a charge would be a different matter.
