As implementing partner for the United Nations High Commissioner for
Refugees (UNHCR) NRC is represented in Kosovo, Federal Republic of
Yugoslavia (FRY) with a Mission to Pristina/Prishtina and has through its
Civil Rights Project (CRP) established 7 legal aid and information centres
throughout the province. These offices address legal issues such as
property, documentation and registration, pensions, social welfare and
employment. The project focuses on the rights of ethnic minorities. The
offices are staffed with national Legal Advisors and Legal Assistants and
are headed by an International Lawyer. To manage the Civil Rights Project in
Kosovo we are seeking:
Project Manager Civil Rights Project in Kosovo (FRY) The candidate will be
responsible for substantive and administrative management of the project
that currently employs 5 international lawyers and 50 national staff
members. Project Manager is the primary person responsible for the
formulation of CRP legal strategy and the co-ordination and implementation
of that legal strategy through the CRP field offices. The candidate shall
sustain regular contact with UNHCR and other relevant domestic and
international actors operating in the province in order to present and to
advocate for that legal strategy. The CRP Project manager will be based in
Pristina/Prishtina and is expected to travel extensively in the province.
Project manager will also be responsible for developing the methodology of
co-operation with its NRC CRP counterparts elsewhere in the Balkans (Serbia,
Croatia and Bosnia & Herzegovina).
Main duties and responsibilities
Manage the project according to and as reflected in objectives and goals
stated in project description to donor and in line with the NRC Policy
Program.
In co-ordination with Head of Mission, Regional Legal Advisor and the
Desk in Oslo formulate CRP legal strategy and argumentation based on legal
developments and the client caseload.
Advocate orally and in writing with the international administration,
other international agencies, and the developing domestic institutions
concerning legal problems that remain unaddressed or without a sufficient
solution.
Line management of the field offices including direct supervision and
co-ordination of international staff responsible for day-to-day management
of field offices.
Financial monitoring of the project through close follow-up of budget
lines and expenditures.
Qualifications/Requirements
A graduate degree in law.
Minimum 3 to 5 years experience as a practising lawyer and/or with
experience litigating on behalf of citizens against government authorities
(criminal defence, constitutional litigation, discrimination, immigration or
asylum work).
Knowledge of fundamental procedural and substantive human rights
protections under domestic and/or international standards; knowledge of
international human rights mechanisms desirable.
Legal writing ability, ability to make legal arguments, legal memoranda
writing ability
Able to work in a conflict prone/adversarial/competitive environment.
Prior work in international environments
Proven management experience, preferably with a large, multi-national
staff.
Oral and written fluency in English. Local language skills desirable.
Candidates will be required to provide a legal writing sample in English to
accompany the CV.
Reporting to: Project Manager reports to Head of Mission. Terms of
employment: Two years fixed contract. Start up as soon as possible.
Salary/benefits: According to NRC standards.
