Apparently, these examples are not read this way by all large compiler
vendors, nor, it seems, are those who differ from the majority likely to act
on a bug report which doesn't come from a major customer.  I've played the
game of invoking the the g77 testsuite program u77-test.f compiled under
various compilers, using only the extensions which all those compilers claim
to support, running from a script so that all are executed within a few
seconds.  There's no way that a program could correctly determine either
local time or UTC without knowing which run-time library is to be used.

Perhaps this situation is to be expected, when the standard has such limited
availability.  Not to mention the other problem, that beta test OS versions
have to be run with the clock set back, as they always expire before issue,
so we aren't normally looking to see whether an application gets a correct
date.
