Hello Jackie; it's good to have you on the list! Yes, it's a nuisance;
don't know yet whether what we had come to think of as 'normal' service
can be restored. Meantime, to add to what you quoted, here's some
further background, from another page at the jisc site:
"Why JISCmail?
The Mailbase service which provides electronic discussion list
management for the academic community is changing. Following a recent
open procurement, the body which funds the provision of information
systems for the UK higher and further education and research community
has awarded the contract to provide the National Academic Mailing List
Service to the Council for the Central Laboratories of the Research
Councils (CCLRC) with effect from 27 November 2000. The name Mailbase
will be retained by the University of Newcastle, the current Mailbase
service provider, so the new service from CCLRC will have a new name,
JISCmail.
The service will be based upon the well known LISTSERV software. This
will result in some changes to the user interface..."

Nowhere does it say why they are taking over Mailbase! The language
used
has a Dalek like ring. (You shall Obey). Any committee who can organise
such
a surprise raid - I think it used to be called in the 20th century a
fait
accompli - on a deliberately chosen unsuspecting quiet weekend is surely
deserving of more important missions. The FBI might be in touch
especially
when they have taken note of the JISC logo: The world pinned on a hub
cap.
