Nick,
You will need to be careful in setting fees because HEFCE will not subsidise
any distance learning student who is not resident in the UK (with a few
exceptions for indiviuals who are temporarily posted abroad such as HM
Forces). The detail is to be found in HESES99 Circular 99/57 Annex H. So
fees for such students will need to cover all the costs.
