Dear sir/madam,

We need your urgent assistance in finding Rashid and stopping his deportation to Pakistan from UAE.

Rashid Hussain is a 23 year old Balochi person from Shahdad Kot, Pakistan. Due to political persecution he fled to Dubai, UAE with members of his family and has been living and working there since August 2017.

On 26th December, at 9:15am, Rashid was in a car with his sponsor and other Balochi people, going to Dubai from Dhaid Sharjah. The car was intercepted on Zeid Road at flagstaff emirates by two cars. Both cars had only one person in each, wearing civilian clothes and speaking in Arabic. They introduced themselves as personnel of local intelligence agencies and showed a card saying the same. They asked for identity papers of everyone and at this time only took Rashid with them, unwillingly. At the time of detainment, they didn't give any reason.

On 29th December at 1:00 in the night, a large number of people, at least 15 of which were armed, came to the family house with Rashid Hussain in handcuffs. They searched the house, harassed and beat the family including children. They were asking for Rashid's passport. They did not show any arrest warrant or search warrant and the family do not know where Rashid has been taken or is being held. They have not seen him since that night.

Article 9. of the Universal declaration of Human Rights says: "No one shall be subjected to arbitrary arrest, detention or exile."

Rashid's family fear that his current detention is a precursor to deportation back to Pakistan, where his life is in danger due to his staunch support of the Baloch national struggle and his championing of Baloch Human Rights. However, there is no evidence that Pakistan has ever officially 'wanted' Rashid Hussain since he arrived in the United Arab Emirates. His family are not aware of him escaping from any court of Pakistan nor has he registered in any FIR or newspaper in Pakistan. Regardless of this, they are worried for him as members of his family have been killed by Pakistan state authorities including his uncle who was targeted and killed by unknown gunmen linked to ISI. Rashid’s cousin , just 14 years old, was also abducted by the hands of Pakistani security authorities and after two days, his mutilated dead body was recovered from the roadside. It was as a result of these actions that Rashid's family were forced to migrate from their hometown in Balochistan. The believe that the family home has since been turned into a military picket by the Pakistani army.

The involvement of Pakistani intelligence agencies in the disappearances of Baloch people has been widely documented since 2010. https://www.hrw.org/news/2012/06/08/commentary-attacks-journalists-and-rights-defenders-pakistan Extra-judicial and in custody killings of political activists are a daily occurrence at the hands of the Pakistani military. https://www.amnesty.org/en/latest/research/2017/11/pakistan-end-enforced-disappearances-now/ Hundreds of Baloch activists including students, lawyers, teachers and other members of political conscience of Baloch society have been killed in the custody of Pakistani security forces.

Considering the above-mentioned facts and the appalling human rights situation in Balochistan and in Pakistan, we are certain that Rashid’s life will be in grave danger if he was to be deported to Pakistan. Rashid and his family flew to Dubai to take refuge and to save their lives. As the family were previously living with his uncle in Balochistan, his family members now fear for Rashid and their own safety at the prospect of deportation.

WE WOULD BE HIGHLY THANKFUL IF YOU HAVE ANY ADVICE, INFORMATION OR LEGAL CONTACTS, ESPECIALLY IN THE GULF REGION WHO COULD HELP RASHID'S FAMILY UNDERSTAND HIS LEGAL RIGHTS UNDER U.A.E. LAW. Please do everything in your power to help Rashid. His family are so worried about him and so are we.

Please act urgently as we do not know where he is being held and what is happening to him.

Kind Regards,

Abdul Khaliq and friends, on behalf of the family of Rashid Hussain
