It looks like this is not a journal article, but a chapter in the book
"Disability in the Global South" edited by Shaun Grech and Karen
I have looked and it doesn't appear to be on academia.edu or
researchgate - so if you can't get hold of the actual book, then I
would suggest contacting the authors or editors (some of whom may well
be on this list).
