Is this affecting all users?
There can be some issues where a user has 2 Google accounts (1 insitutional and 1 personal) and is logged into one in their browser and one via Moodle. The authentication can't cross-map.
Alternatively there is something in Google about allowing permissions correctly for sites that is different between personal accounts and institutional accounts. You might need to check the mapping or check the users can allow the Moodle site to access the Google site.

Subject: [MOODLE-UK] GoogleDocs and Moodle
One of the Bloomsbury Colleges (SOAS) has Google Apps for Education implemented (i.e. Gmail for email, Calendar and Docs). We are having a little difficulty making use of the GoogleDocs repository in Moodle – it used to work fine (and still does for other Colleges), but at SOAS, we get this message:
The page you have requested cannot be displayed. Another site was requesting access to your Google Account, but sent a malformed request. Please contact the site that you were trying to use when you received this message to inform them of the error. A detailed error message follows:
The site "http://soas.ac.uk" has not been registered.
Are any Moodling institutions on this list using Google Apps and have you encountered any issues with using the GoogleDoc file repository?
