This is both alarming and insulting. I have not come across it in the institutions/local authorities I have worked in. It presumes that university teaching staff are not able to provide moral guidance whilst also nurturing and preserving a suitable environment in which students can express their opinions freely, without fear of a creaping censorship. I find it inconceivable that such bodies have any legal right to veto artworks, including film productions, not exhibited on their premises. It must be challenged.
